Kongkong, 29 December, 1900.

Sir,

I have the honour to forward here-

with a copy of a letter addressed to the Acting Harbour Master by the Acting Government Marine Surveyor, requestin § the appointment of an additional assistant in that sub-

degrtment:

Enclosure

6th Dear, 1900

*. This increase in the staff of the

Government Marine Surveyor's Department has been urged on this government by Captain Rumsey, the Harbour Master, eve I since the year 1898: and the request is now strongly supported by Mr Taylor, the Acting Harbour Master.

The work of this sub-department has increased to such an extent that it is now more than two officers can possibly overtake. Not only ocean-going ateamers, but, in a greater degree, steam-launches have multiplied in number.Especially at this time of year, the Marine Surveyor and his assistant through working nearly 12 hours a day (Saturdays, and ofte n Sundays, included) cannot avoid being considerably in arrears, thus causing great inconvenience to the shipping and therefore to the trade of the port.

3. In view of these facts, I have,

on the recommendation of the Acting Harbour Master, tempor → ily appointed Mr Crake, who holds a first class engineer certificate, and was previously, second engineer on the S.S. "Formosa", to be additional assistant Marine Surveyor, at a monthly salary of $885.,

A RIGHT HONOURABLE

JOSEPH CHAMBERLAIN, M.P.,
